WASHINGTON, Nov. 10 (Yonhap) -- A U.S. lawmaker has submitted a resolution to the House of Representatives calling on both South Korea and the U.S. to send a clear message to North Korea over its nuclear weapons program.

Rep. Joe Wilson (R-SC) submitted the text to the Foreign Affairs Committee and the Ways and Means Committee Thursday after President Donald Trump's state visit to Seoul earlier this week.

The resolution urges the governments of South Korea and the U.S. to "take the opportunity" of Trump's visit to "send a louder and clearer message to North Korea that any and all destabilizing provocations will be met with a resolute response by the United States-Republic of Korea combined forces."

The governments should also tell North Korea that should it "instead take a step in the right direction," the U.S., South Korea and the rest of the international community are "ready to present a brighter future."

In his speech before South Korea's National Assembly Wednesday, Trump told North Korea: "Do not underestimate us, and do not try us. We will defend our common security, our shared prosperity, and our sacred liberty."

But he also offered "a path to a much better future" should the North stop its development of nuclear weapons and ballistic missiles.

The resolution reaffirms the importance of the South Korea-U.S. alliance as a "linchpin for security, stability, and prosperity on the Korean Peninsula, in the Asia-Pacific region, and beyond."

It also reinforces the U.S. commitment to defend South Korea through the full spectrum of extended deterrence, and rules out any scaling back of U.S. troops in South Korea in potential negotiations with Pyongyang.

The resolution calls on Seoul and Washington to resolve their differences over the bilateral free trade agreement known as KORUS, and to deepen ties in both the security and nonsecurity areas.
