(LEAD) Abe calls for improved ties with S. Korea, China, but makes no mention of apoloogy

WASHINGTON, April 27 (Yonhap) -- Japanese Prime Minister Shinzo Abe said Monday Japan wants improved relations with South Korea and China, but offered no new apology for the country's wartime past.

Abe made the remark during a visit to Harvard and MIT universities in Boston.

Asked about Japan's sexual enslavement of Korean and other Asian women for its troops during World War II, Abe only repeated a previous remark that his "heart aches" when thinking of the victims and he would uphold a 1993 statement of apology the country issued over the issue.
