S. Korea open to dialogue if N. Korea is ready to end provocations: minister
SEOUL, Feb. 18 (Yonhap) -- South Korea remains open to dialogue with North Korea but only if the communist state chooses to do away with its provocative behavior, Seoul's unification minister said Friday.
Hyun In-taek said the North should first admit its wrongdoing in the sinking of a South Korean warship in March and apologize for shelling a South Korean island in November last year.
